The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The WHO Dubai Logistics Hub serves as the largest repository of health commodities and provides immediate response to acute health emergencies as well as long-term support to WHO country and disease-specific programs.

DESCRIPTION OF DUTIES

During deployment, the duties may be modified, based upon the technical needs of the Programme.

Reconcile and conduct a comprehensive review of the current inventory maintained within WHO records and the inventory maintained within the third-party logistics provider Warehouse Management System (WMS) to ensure complete alignment between both data sets.
Organize a review of the procedures for reserving stocks and identify a data management strategy to ensure stocks reserved are accounted for within both systems.
Supervise the trouble-shooting and monitoring of data entry within both systems to identify areas for automation or improvement and implement solutions to ensure data quality and accuracy; and improve the tracking and traceability of health supplies and the capturing of proof of delivery (POD).Maintain, monitor, manage, and improve current dashboards within Microsoft Power BI to ensure that the information is aligned with WHO internal records.
Oversee and upgrade the data quality of the database supporting the dashboard by adding new fields such as the Order Reference Number, Portal ID request, and Invoice Number to ensure traceability across the organization; and the real-time reporting of all outbound shipments of health commodities from the WHO Dubai Logistics hub.
Plan, manage, and implement a comprehensive business process review to map the current information requirements of the office and implement solutions.

Design methods to streamline data collection, management, and sharing; and establish a solution for order management to ensure accurate date/time stamping and reservation of inventory on-hand to avoid duplication of allocating inventory.

Make recommendations on software, hardware, and various ICT technical requirements to increase the automation and productivity of the operation. Design, develop, manage, and implement a comprehensive set of infographics for response activities that are targeted and adapted to Global, Regional, and Country Level responses to health emergencies as well as disease-specific.
Develop standardized situation reports to accurately capture response activities and a set of reports to capture the performance of the operation for internal and external stakeholders inclusive of response activities as well as the financial performance of the operation.
Establish standard databases that can be updated automatically to produce and reproduce the information in a timely manner.
Perform any other related incident-specific duties, as required by the functional supervisor.
REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in information technology, computer science statistics, applied math or related field.

Desirable: Experience

Essential: At least five years of relevant experience, at the national level with international exposure, in information technology infrastructure management and end-user support.

Desirable: Some experience or a sound knowledge of WHO’s mandate and goals or in UN organizations/ agencies, international institutions, health cluster partners, recognized humanitarian organizations or nongovernmental organizations.

Skills

–> Demonstrated knowledge of emergency response activities in the field of information technology with proven ability to identify and solve technical problems in difficult circumstances.

–> Excellent analytical and organizational skills, with proven ability to elaborate and implement projects across a variety of platforms and software.

–> Expert level familiarity with the standardization and management of complex databases and proven experience with enhancing business operations

–> Proven ability to design, develop, maintain, and enhance dashboards and infographics-

-> Knowledge of WHO, the UN System or NGO work in the field of response relief and/or of their practices and procedures as related to the work.
