JOB DESCRIPTION

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aiming at the coordinated and concerted conservation and management of migratory species and the ecosystems on which they depend.

CMS Office – Abu Dhabi coordinates the CMS MOU on the Conservation and Management of Dugongs and their Habitats throughout their Range (Dugong MOU). This post is within the CMS Dugong MOU Secretariat. The Dugong Programme Management Officer leads the Dugong MOU Secretariat.

The Dugong MOU Secretariat is implementing a four-year project funded by the International Climate Initiative (IKI) aiming to improve conservation of seagrass meadows and the biodiversity they support in five target countries: Indonesia, Malaysia, Philippines, Thailand and Timor-Leste. The expected outcome is to integrate seagrass ecosystem services into policy frameworks and business models in selected sites within the target countries. The Project Manager will be supervised by the Project Director (the Dugong MOU Programme Management Officer), who is responsible for the overall project’s coordination and management. This post is located in the CMS Secretariat’s Abu Dhabi duty station.

RESPONSIBILITIES

Under the overall supervision of the Executive Coordinator of CMS Office – Abu Dhabi, and the direct supervision of the Dugong Programme Management Officer, the incumbent will undertake the following functions:

1. Manage the project including: engaging implementing partners and sub-contractors through UNEP legal instruments; ensuring efficient project implementation and timely and consistent technical and financial reporting from project partners; establishing systems for project implementation, monitoring and evaluation; reporting to the donor and UNEP; and managing the day-to-day work of the project partners.

2. Oversee the financial management of the project including: the budget and financial cycles of the project; disbursing funds, monitoring and recording project expenditure; maintaining accurate financial and administrative records; ensuring project funds are spent in-line with formally approved project documents and budgets and Umoja administration.

3. Oversee communication activities including: an effective outreach and communications strategy; developing communications materials; liaising with the CMS Secretariat on communications activities; and identifying opportunities to show-case the project.

4. Support project partners in a multi-cultural setting both remotely and via site visits and participation in workshops and trainings if possible; providing advice to project partners on reporting requirements; and ensuring working relationships remain positive and productive.

5. Perform other duties relevant to the assignment.

EDUCATION

An advanced university degree (Master’s or equivalent) in conservation biology, environmental management, project management, economics, international relations or related area is required. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of an advanced university degree.

WORK EXPERIENCE

A minimum of five (5) years of progressively responsible experience in conservation biology, environmental management, project management or related areas is required.

Experience managing projects in a UN setting or similar international organization is required.

Experience managing large-scale multi-country conservation project(s) in the project region is desirable.

Experience with an enterprise management system such as the UN Umoja system is desirable.

Experience with the UN or other similar organizations’ financial rules and regulations is desirable.

LANGUAGES

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required.

NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.

ASSESSMENT

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
