ORGANIZATIONAL CONTEXT
Global hunger has reached alarming levels in 2022, and WFP, Nobel Peace Prize winner (2020), remains dedicated and committed to addressing this global food crisis. To enhance the efficiency and impact of our global initiatives, WFP is relocating key corporate functions within procurement and supply chain from its headquarters (Rome, Italy) to the UAE, Dubai. The UAE, chosen for its strategic location, stability, advanced infrastructure, markets, expertise, and innovation, is hosting the newly established Global Supply Chain Support Center. Six national Emirati positions, integral to this initiative, are part of WFP’s innovative Humanitarian Leaders Programme.

The Humanitarian LeadersProgramme

The Humanitarian Leaders Programme is a dedicated investment in nurturing young Emirati talent, aiming to develop future humanitarian responders and leaders. This programme offers high-potential Emirati professionals a unique opportunity to accelerate their career growth, aligning with the UAE government’s priorities. It also serves as a platform for Emirati talents to familiarize themselves with the UN system and become future humanitarian leaders. For WFP, this programme is a chance to leverage the talent, knowledge, and cutting-edge practices developed in the UAE, particularly in areas crucial to WFP, such as sustainability, innovation, AI, and digitization.

REPORTING TO: Director of Global Supply Chain Support Center
The Strategic Liaison Officer position is part of the Global Supply Chain Support Center team of the GCC WFP Office based in Dubai. The position holder will report to the Director of the Global Support Center and will assist the Director in strategic planning and maintaining relationships with various stakeholders, particularly government entities, to support the effectiveness and efficiency of the Global Supply Chain Support Center’s operations.

KEY ACCOUNTABILITIES (not all-inclusive)
• Support the Director of Global Supply Chain Support Center with internal and external communications, ensuring high standards of relevance, appropriateness, correctness, and timeliness.
• Contribute to the development of strong relationships with key government officials, decision-makers, civil society, academia and relevant ministries in Dubai and across the UAE in support of the Global Supply Chain Support Center.
• Act as primary point of contact between the agency and government entities for effective communication and collaboration.
• Analyze government policies and initiatives related to international aid and food security to to identify opportunities for collaboration, partnership, and resource mobilization.
• Attend conferences, forums, and events to increase WFP’s visibility and influencewithin the government and broader stakeholder community.
• Prepare agenda items and coordinate the review of strategic documents, talking points, and briefs to ensure the Director is well-informed for all engagements.Maintain relationships with counterparts in other UN and (I)NGO agenciesfor strategic information sharing and coordination.
• Undertake special assignments as requested contributing to the overall success of the office.

Position requirements:
• University degree in International relations, Foreign Affairs, Political-Social sciences, Diplomatic studies, Economics, or a related field.
• Bilingual, proficiency in Arabic and English.
• Driven and motivated by WFP’s mandate, showcasing a commitment to humanitarian goals. Strong work ethic, and genuine willingness to contribute to advancing global food security.
• Readiness to travel to locations where WFP operates.
• Minimum of 1-year post-graduate experience, ideally in the government, public or non-for-profit sector position.
• Excellent people skills, a proven team approach.
• The ability to thrive in multicultural environments, and a curious mindset geared towards analytical thinking and innovation.
• Track record of achieving tangible and measurable results in previous roles with an ability to set and meet ambitious targets aligned with organizational objectives.
